Employees rights and duties

A. Performance of the duties:

The civil service system requires the employee to "allocate work time to perform the duties of his job" (Article 11 / c), article 11 / c of the list of duties).

The extent of obedience:

1. He is obliged to carry out the orders of the legitimate presidential authority.

The illegality of the orders of the presidential authority, which has not reached the level of a criminal offense, shall be exempted from the penalty for administrative or financial violations if it is proved that the commission of the offense was in compliance with a written order issued by its competent head, in writing that the act committed is a breach (Staff Discipline Regulation 34/2).

3. The commission of a crime, the subordinate officer shall not be relieved of criminal responsibility solely for the commission of the offense under that responsibility in pursuance of the orders of his superior.

Negative functional duties:

Namely, the employee's failure to perform the acts prohibited by the civil servant in the Kingdom: criticism or blaming the government, abuse of power and exploitation of its power, disclosure of trade secrets and trade, as well as the combination of public service and certain acts.
